Pretty sure that they strengthened the landing gear to allow it to be deployed at very high speeds to add drag to the aircraft. That doesn't make them airbrakes lol. I also doubt that was the reason they were strengthened. I don't have any data on this theory, but it fits. Main reason for not adding air brakes is to reduce radar cross section (lower RCS = more 'Stealth').
