I have dozens of screenshots for all sorts of games where I've been hit with them before, from downloading stuff here on Steam. The thing Steam does in some cases is, if the mod directs you to a non-Steam site. It warns you and asks if you want to continue. WebI do not work for Valve and this is a guess, but I'm pretty certain most mods/things uploaded onto Steam Servers get at least some basic virus scanning and or other security checks.
